William A. Signer has over thirty years of experience working with the U.S. Congress both as staff legislative counsel and a lobbyist in private practice. For over eight years he served as tax and legislative counsel on the personal staff of Congressman Charles B. Rangel (D-NY). He also served on the staff of the Ways and Means’ Health and Oversight Subcommittee which Mr. Rangel chaired. He was previously on the staff of Congressman James H. Scheuer (D-NY), a senior member of the Energy and Commerce Committee.

In private practice, Bill has specialized in the areas of tax, health care, employment, telecommunications and appropriations. He has represented such diverse clients as hospitals, hospital associations, employment outreach organizations, business associations, manufacturing industry committees and a number of New York-based financial institutions.

Bill is known for tireless advocacy on behalf of his clients. He maintains close ties with members and staff on the House and Senate tax, health, judiciary, telecommunications, and financial institutions committees. His consistent personnel contact not only provides him with the information necessary to determine the most appropriate strategies to accomplish a client’s goal, but also to keep them closely informed of the evolving legislative process.
