We also specialize in the acquisition and renewal of government leases. We create strategies and tactics to help complex public-private projects gain and maintain support from the local jurisdiction and leverage that support to maximize public financing, where appropriate. Our team has worked closely with the General Services Administration (GSA) on leasing matters and property disposition across the United States for over 30 years. One of Carmen Group’s founders, in fact, was a former GSA Administrator. We have proven success working with real estate developers and GSA on numerous property acquisition and federal leasehold issues, and we have special expertise in the District of Columbia, where we have worked on most of the major redevelopment initiatives undertaken by the District over the last two decades. Our team has secured approvals for over a quarter of a billion dollars in local TIF/PILOT project financing. Furthermore, we have secured approvals of Land Disposition Agreements for large mixed-use development projects, developed the enabling legislation for Business Improvement Districts, and defeated an effort to allow a city government to abrogate leases at-will. We are noted experts in land use issues; tax and other incentives for housing, retail and entertainment uses; public property disposition regulations; federal land transfers; and federal funding opportunities in the transportation, housing, environmental, water resources, and economic development areas.
